Chapter II Selection Conditions for "Excellent League Branches"
League branch infrastructure;
The league branch has a sound organization and clear division of labor. Cadres strictly abide by their duties, are efficient, and actively carry out work with remarkable achievements.
All rules and regulations within the branch are perfect, compliance is good, and there are relatively complete file records.
The entire branch can earnestly study the league constitution and related documents, care about current affairs, understand national conditions, correctly grasp the ideological trends and requirements of young students, and carry out targeted educational activities.
Actively cooperate with various levels of league organizations, keep close contact with the masses, and play a good vanguard and exemplary leading role.
The league branch collective strives for progress, does a good job in propaganda and education for active members joining the league, and educates the majority of league members through purposeful, characteristic, and effective intra-league activities.
The intra-league style is democratic, and the entire branch can contribute suggestions for branch construction through various forms such as league member meetings, branch committee meetings, and group meetings, and give play to the subjective initiative of league members.

Be a league member, strictly abide by league discipline and various school rules and regulations, earnestly participate in league activities, do not be late, do not leave early, and do not be absent without reason. Earnestly and actively complete the tasks assigned by the organization. Pay league fees on time.
Do a good job in introducing people to join the league, care about the ideological trends of active members joining the league. Have the courage to carry out criticism and self-criticism.

Chapter IV Selection Methods
"Excellent League Branches" are selected once per academic year. First, each branch conducts self-evaluation, prepares written materials based on extensive solicitation of opinions, and reports to the school. Those who fail to submit written materials within the specified time will be deemed to have automatically given up their selection qualifications.
The school league committee establishes an annual excellent league branch evaluation working group led by the Organization Department to carry out evaluation work independently. The working group should formulate the evaluation standards for this year's excellent league branches according to the actual situation of the Communist Youth League work in the previous year and the current year, and evaluate by grade. After the work is completed, it shall submit a work report signed by the head of the working group and main responsible persons to the league committee.
"Excellent League Branches" are selected by the integral method, with scores given according to the ranking of the evaluation results of each assessment item, and the total score is ranked.
Each branch should, on the basis of fully understanding public opinion, convene a branch committee meeting with the head teacher to determine the list of "Excellent League Members" and "Excellent League Cadres", and then convene a league member meeting to vote to determine the official candidates.
The league committee, student union, and association federation departments shall convene a plenary meeting of their respective departments by their responsible persons to discuss the candidates for "Excellent League Members" and "Excellent League Cadres" in their own departments.
After the evaluation work of "Excellent League Branches", "Excellent League Cadres", and "Excellent League Members" of each branch and department is completed, the league committee shall review the work reports of each branch and evaluation group, and decide the candidate list of "Excellent League Branches" submitted by the evaluation group.
After approval by the school league committee, "Excellent League Branches", "Excellent League Cadres", and "Excellent League Members" will be commended.
